The Government admitted that there is a proposal to set up a jute Technology Mission (JTM). This will require an investment of Rs 355 crore. Regarding this, Union Textiles Minister of India Mr Shankar Singh Vaghela has informed Rajya Sabha, that the proposal is yet to be approved by the competent authority. He also said that the Government is considering diversification of jute as an important raw material for producing other products. Speaking on New Handloom Policy the Minister said, “National Textile Policy (NTP) was announced in 2000 and handloom sector also forms a part of the NTP 2000 and the Government will continue to accord priority to this sector”.
He further added that the Government has decided to remove, from the ambit of Essential Commodities Act, only cotton and woolen textiles and raw cotton either ginned or un-ginned and cotton seeds. Regarding the share of Indian textile industry in the global market, Vaghela said, “The Government has been taking a number of steps from

| time to time for the benefit of the Indian textile industry including increasing the share in international markets”. Some of the important initiatives taken by the Government are, 100 per cent FDI in textile sector, de-reservation of the readymade garments, hosiery and knitwear from the SSI sector, Technology Upgradation Fund Scheme (TUFS), launching of Technology Mission on Cotton (TMC), Textile Centers Infrastructure Development Scheme (TCIDS) and Apparel Park for Exports Scheme (APES).
On Chinese machines in the textile sector, the Minister said that National Textile Corporation (NTC) has no such proposal. Speaking on reconstruction of NTC subsidiaries he said, the government has taken a decision to restructure NTC into a single company by merging all the 9 subsidiaries with the Holding Company. The Board for Re-construction of Public Sector Enterprises (BRPSE) has also approved the above proposal in March 2005, he added.
Lastly regarding Ship Guru Scheme for weavers, the Minister said it is not being implemented for handloom weaver in the country.
